A blizzard of new EU and national regulations is impacting everyone concerned with the design, construction and operation of commercial buildings.

The Energy Performance of Buildings Directive comes into force on 1 January 2006 with just three years for the UK to fully comply.

In the UK, the directive will be implemented via the Building Regulations – in particular the new Parts L, P and F. These set tough new targets for energy efficiency of equipment, electrical safety and improved leakage rates from buildings.

All buildings over 1,000m2 will be required to display an Energy Label showing whether they are a highly efficient ‘A’ rated energy performer or languish down among the less-efficient ‘D’ and ‘E’ strugglers. However efficient your building may be, it still needs to keep people comfortable, and in many environments air conditioning will be essential. Under the new regulations, systems will have to meet both tough indoor air quality standards under Part F of the Building Regulations and maintain excellent energy consumption profiles to meet Part L.
